Study On The Policy For Subsidy On Vocational Skill Training In Jiangxi Province

Vocational skills training as an important means for training skilled talents is the most fundamental and effective measure to resolve structural problems in employment.In recent years,the central government and local governments have allocated a large amount of subsidies for vocational training in the budget.And subsidy funds have played an active role in improving the quality and skill level of workers,promoting employment,and maintaining social stability and harmony.The Jiangxi Provincial Government actively responded to the call of the national policy and introduced a series of detailed rules on vocational skills training subsidies to strengthen training and promote employment.However,it has been found that the vocational skills training subsidies in Jiangxi Province have been continuously developed and have achieved good results: implementing various policies;emphasising on training investment,and implementing the training reform;strengthening training supervision and management,;taking multiple measures for vocational skills.However,through investigation,it has been found that the current occupational skills training policy,in terms of mechanism,scale,and quality is incompatible with socio-economic development?industrial structure and needs of laborers,which mainly reflects on the quality of vocational skills training and the effectiveness need to be improved;funding management needs to be strengthened,and the subsidy standard for vocational skills training is still at a lower level;laborers,companies,and training institutions need to increase their enthusiasm for participating in training.In fact,these problems are closely related to the use of vocational skills training subsidies.The lower subsidy standards?the unscientific subsidy methods all lead to a disconnect between training supply and demand.There is a certain gap between the subsidy list and the actual needs of enterprises.The level and quality of training are generally not qualified;the supervision of subsidy funds is not perfect,allowing individual institutions to withdraw funds unlegaly.Based on the analysis of the above issues,this thesis intends to thoroughly analyze the situation of vocational skills training subsidies in Jiangxi Province,and find out the problems existing in the vocational skills training subsidies,and then put forward some advices from innovative subsidies ways ?optimizing the content of subsidies and improving capital investment,those three aspects are proposed to improve the subsidy mechanism for vocational skills training in China.In terms of subsidies,we apply the rule that different subsidies are adopted for different training targets: strengthen direct personal subsidies,optimize training subsidies for enterprises,control subsidies for training institutions,and promote training vouchers;In terms of content of subsidies,we should be based on supply-side structural reforms,and grasping actual needs of enterprises,trainees,and training institutions;Finally,the government should increase the support for subsidies,and build a performance appraisal and supervision mechanism.
