Taiyuan City Football Referees’ Status And Development Strategies

In order to accurately, objectively and comprehensively comprehend the recent status of development of Taiyuan’s football refereeing team, the author investigates and analyzes the personnel makeup, training situation, management mechanisms, physical conditions, psychological quality, professional skills, the field of different levels, site display, and study summary, etc, by using Methods Literature Review, Questionnaire Survey Method, Expert Interview Method, and Mathematical Statistics Method. The study comes to the conclusions as follows:(1) There is a good deal of people in Taiyuan’s football referee team whose structure components are not reasonable and which is lack of international referees. Moreover, the age compositions there are irrational as well, and the age of national and first-class referees is relatively old, making little room for promotion; In contrast, the age compositions in national second-class referees is reasonable, and there are more space to promote.(2) Taiyuan’s football refereeing team has a higher academic degree; however, it has so-so English and computer skills, lacking research consciousness.(3) There is low enthusiasm for Taiyuan’s football referees to participate corresponding trainings, and the number of people who have further study, observation and learning activities is small. What’s worse, they don’t actively reed the materials on referees, or have poor scientific research ability, with single approach to access to the information they need.(4) There is little effective refereeing field in Taiyuan’s football referee team, particularly in those referees who are low-level. Similarly, there is little chance for them to have the national football match and international competition.(5) Taiyuan’s football referees have good professional ethics and psychological quality; however, they have poor physical quality and business quality. (6) The "appointment way" of football referees is mainly based on "Spot appointment", without forming a system. Simultaneously, the referees mainly take pre-competition training as the principal thing, and the contents of training are lack of variety. Finally, the rewards and punishments measures to football referees are not clear.
