In response to the challenges arising out of the knowledgeeconomy, and to enjoy the benefits of it, European Union, the regionalintegration organization which has the most important impact on theworld, decides to enhance the knowledge and skill level of citizensthrough the development of lifelong learning. Therefore, the EuropeanUnion not only imposed a number of guiding policies about the lifelonglearning development, but also took a series of practical measures topromote lifelong learning development. Adult education is animportant part of lifelong learning, but among the EU Member States,the development of adult education has been uneven. In2000the EUlaunched an action plan on adult education that is Grundtvig program.It aims through cooperation and exchange of experience between theMember States to improve the effectiveness and usefulness of adultlearning in Europe, thereby promoting the development of lifelonglearning in Europe.This paper is based on continuous collection of the latest materialsof Grundtvig program, including EU’s official annual reports, proposals,announcements, research papers as well as domestic and foreignresearch papers, using literature analysis method to research thepolitical and cultural background of first generation and secondgeneration Grundtvig program, and the of evolution of the program.Analyze the content of two generations and compare the results thattwo generations achieved, further explain the reasons for of thevariance. Analyze the effectiveness of the implementation andchallenges Grundtvig program encountered. This paper focuses oncomparing and analyzing the development of Grundtvig program andchanges in the EU Member States in the field of adult education, so thatwe can find some inspiration to the policy reform of domestic adult education, renewal of adult teaching content and method, theexpansion of international cooperation etc.The conclusions of this study as follows, through the implementationof Mobility, Multilateral Projects and Thematic Networks, Grundtvigprogram has promoted cooperation and exchanges in the field ofadult education in the Member States of the European Union,increased European citizens’ awareness and promoted adulteducation in the European integration process. Grundtvig program’ssuccessful implementation provides reference and inspiration toChinese adult education, such as legal system construction, adulteducation reform, exchanges and cooperation and the ideainnovation of adult education.
