From the 1990s,with the transformation of world economy began into knowledge-based economy,lifelong learning became a important concept in education,and many government regarded it as the impelling force and guiding principle of education development.In order to taking advantage of these opportunities and coping with the challenges present by the knowledge-based economy,the Europe Union decided to improve its citizens' knowledge and skills through the development of lifelong learning.,so the Europe Union not only established a lot of policies but also take many practical measures to promote the development of lifelong learning.Adult education is an important part of lifelong learning,while in some European countries adult education is underdeveloped.In 2000,the Europe Union launched an adult education program,which is called the Grundtvig program.Through member states' cooperation and exchange of experiences in adult education,the program was expected to improve the availability,accessibility and quality of adult learning,to promote the development of lifelong learning in the Europe Union.This thesis consists of five parts.The first part is introduction;the second part is about the background of the Grundtvig program;the third part describes the progressing process of the Grundtvig program;the forth part unscrambles the content,the implementation and the effect of the program;the last part is the characteristics of the program and it's enlightenment for the development of adult education in our country.Research methods include documentation method, comparative method,analysis method etc.
