Charter Schools emerged under American school choice movement in the1990s. It is a new form of school which is different from traditional public schools and private schools. Charter schools have more autonomy than traditional public schools, at the same time they also have signed the charter with the local school district in order to assume the corresponding responsibilities. Charter schools’ aim are improving students’ achievements, usually they pay much more attention to it, actually they have made an indelible contribution to American education, they could develop so rapidly in such a short span of20years, because they had acquired policy supports from governments. This essay attempts to find some useful advice for the State-owned Non-governmental schools through researching the history of Charter Schools and policy supports of the United States Government.This essay is divided into eight parts, each part stated following:Part Ⅰ:Describe the background of American education before appearance of Charter Schools from three aspects such as politics, economy and education;Part Ⅱ:Illustrate the development of Charter Schools through specific data;Part Ⅲ:Start from the first Charter School Law,promulgate detailed Charter School Law and reveal the important role of the Charter Schools Law in the development of Charter Schools; Part Ⅳ:In accordance with the chronological order the most recent fourth government in power to support Charter School development policy;Part Ⅴ:Combinate with the single status of China’s school system, refer to the experience of successful Charter Schools to put forward constructive ideas for the School System Reform in China.
