The term of School Choice has been widely discussed in recent years. The direct cause of this phenomenon is a lack of high-quality educational resources as well as the imbalanced educational resources distribution. As a result, some so-called weak schools appear. These weak schools have been seriously impeded in the process of their development. Although our government has induced some corresponding policies to improve the present situation of weak schools, the imperfection of the education system is the fundamental bottleneck of their development. Therefore, to improve the dilemma of the weak schools, we should consider the innovation of education system, learning from the successful experience of foreign weak schools’ reform, in order to get references for ours.In the 1950’s, the educational quality of American public schools was getting worse and worse, a large number of low-performing schools appeared. These low-performing schools have many similarities with the weak schools in China. The emergence of charter schools have greatly improved the situation of low-performing schools. In charter schools, by signing a “charter”, government and applicants clearly defined the power and obligations of each side. Promoting the competitiveness of the education market, as a result, improving the quality of public education. This paper attempts to start with the operating mechanism of the Massachusetts charter schools, by illustrating its legislation, application process, funding sources, curriculum and teaching, teachers and students, the trustees and charter school accountability, to put forward some reasonable suggestions to our country’s weak schools.
