Since the21st century, with the rapid and sustained growth of China’s national economy and the improvement of people’s life standard, citizens’ leisure time has been on the increase. At the same time, their demand for leisure sports is also growing unprecedentedly. Leisure sports begins to be more popular. Leisure sports is a healthy, civil and scientific way of leisure life, it is not only beneficial to promote individual health and meet individual needs, but also helpful for the establishment of a complete personality, proper attitude of life and moral sentiment. What’s more, it can enrich the citizens’cultural life, improve their cultural level and the national quality. The success of Beijing Olympic Games and Guangzhou Asian Games inspires Chinese’great enthusiasm for leisure sports. Leisure sports in China presents a broad prospect. However, the development of leisure sports in our country is still in the primary stage. Inevitably, it has some problems and insufficiencies.This paper researches on the development of leisure sports in the UK in order to provide experience for the development of leisure sports in China. The UK leisure sports industry is very flourishing, it is an important source of national income. It is also the effective way to solve the employment problem and the factors that the government must consider when making relevant policies. Through the research, we can see that the UK government plays a critical role in promoting leisure sports’development, this is also the guarantee of the UK leisure sports industry to become mature. On the basis of contrastive analysis, we get the following basic conclusions. Firstly, after the English Industrial Revolution, leisure sports got rapid development. Changes in the fields of politics, economy, social life, culture education and other areas provide advantageous environment for the development of leisure sports in the UK. Secondly, the fundamental realities of China, the public understanding of leisure sports, government investment and management are the main factors that restrict the development of leisure sports in China. Thirdly, to inaugurate a way of developing leisure sports with Chinese characteristics asks for Chinese government’s full play to its functions.
