The foster caring model is increasingly becoming an effective way of raising orphansand disabled children in social welfare center. Since2004, A welfare center has began theexploration of foster caring. Since2008, this welfare center has introduced professionalsocial workers who began to provide services to foster parents and children from thegovernment.On the basic of theory such as human developing and society circumstances,parenting education, combining with experiences from practical work, social workersfound that the development of foster children is effected by the ability of foster parents.For this reason, social workers try to provide services for foster parents in order to createnice circumstances. Social workers summarized difficulty and needs of foster parentswhile taking care of foster children through interview. Aim at problems above, socialworkers put the three main methods of social work that including case work, group work,community work into use, and provided services for foster parents.After the implement of services, social workers assessed the result of interventionfrom social work by interviewing foster parents, assessing the development of fosterchildren, bonding the observation to foster family. Come to conclusions as follows, theneeds of foster parents and foster children is the foundation of social work services onimproving the parent’s ability, foster parents benefit directly from the services and fosterchildren indirectly, social workers promote effective communication between welfarecenter and foster family, the essence of relationship between social workers and fosterparents is cooperation, social workers play the role as case manager and consultant.
