The Study Of Families Foster Orphans And Disabled Children Intervened By Social Work

The way that raising orphans and disabled children in children’s welfare institutions no longer meets the needs with the expanding of "dependent children" those who are orphans, abandoned babies, children temporarily or perpetually unable to be cared for by the families. Foster care, as a way of upbringing, tends to lead orphans a life to families and society and appeals more attention in current circumstances. Especially since2003, the Ministry of Civil Affairs released the Interim Measures for Foster Care in order to strengthened and standardized the management of foster care, preserved the rights and interests of orphans. It comes along with series of problems to reflect when starting foster care.Foster families, as the direct providers of foster care services, is growing more and more significant in foster care. On one hand, foster families’condition have a direct impact on foster care services. On the other hand, all kinds of institutions, policies and resources come all the way to foster families to curve environment of foster care. The inner and outer status and environment of foster families promote the implementation and development of foster care.With the help of structure access method, field observation and unstructured interview, taking Foster Care Base in Qixia of Nanjing Children’s Welfare Institution as case to conduct this study. It announces the problems when taking up foster care and discusses the possibility that social work should intervene in. Conclusion as following:Foster care has achieved in some way as a new way of upbringing. It provides home environment for the orphans and disabled children which is beneficial for mental and social development. It helps to relieve government’s pressure in raising the dependent children. Also it saves the resources comparing those in the institution.Meanwhile, the fact that foster care is promoted by the government implies planning. Foster care is confronting series of problems currently since the unsound of foster care system, the limits in policy executive power, children’s welfare institution’s poor evaluation and supervision and so on. The problems varies as foster care policies’ inequality of rights and obligation towards foster families, screening foster children, low education of the foster families, impure motivation of foster families, over-pressure of bringing up children in sever disability, subsidies are too low, shortage in service secure and social support and so on.It comes up with advices according to the problems in foster care to orphans and disabled children. It gives some measures in exploring the direction of foster care development, such as strengthening the supervision of the access to foster care, consummating the evaluation system, completing the systems and build up social support for foster care.
