The "IAAF Kids Athletics" Program aims to provide a policy which ensures Athletics steady and sustainable development. The goal of which is to introduce Children to a basic level. The program is not only for clubs but also for schools and all institutions which care children’s health. The IAAF aims to popularise athletics in six areas through a program called "A Team Event for Children". Now, The IAAF has already initiated the program, and to train lecturers and coaches who will run this Program.This paper takes the educational value and teaching strategies of "IAAF Kids Athletics" as the researching objects. Surveys include74PE teachers of primary schools in Jiangsu, Shandong, Jiangxi and Fujian provinces, as well as the teaching cases in Jiangsu Province. Using methods of literatures, questionnaire, interview, mathematical statistics and logical analysis, realize the current teaching status of Athletics in primary schools and the views and expectations of our first-line PE teachers for the new sports in China. It takes two aspects of curriculum theory and educational philosophy to illustrate the educational value of Kids Athletics. And also it tells the differences between the specific teaching strategies and traditional teaching strategies, through analysis of specific teaching cases from the experimental schools. According to the research, it comes to the following conclusions:1. It will be feasible that the IAAF Kids Athletics have further development in primary schools.2. The extension time of IAAF Kids Athletics event in China is short, but in a few years it has a broad impact, more than100experimental schools play an active leading role in China. And the two "Bird’s Nest Cup" Kids Athletics Games also let more people understand the new concept of track and field given by the sport.3. Through the reflection of questionnaire, the means of publicity for kids’Athletics remained single,and the regional school of district level whose understanding of this new form of athletics knowledge is still limited.4. The educational value of the IAAF kids’Athletics promotion of this form of exercise exists in the teaching experiment and practice which proved to be students of the physical indicators, sports skills to master,and play a role in promoting students’ psychological and social adaptation, especially in organismsthe transformation which is obvious; value also reflects the guiding ideology of "health first" in the philosophy of education, student-centered philosophy, respect for individual differences of students, inspire students to participate in the value of the interest.5. The teaching strategies of fun track and field for children meet the requirements of kids’athletics events. In teaching cases,teachers depend on the task of teaching and student characteristics to chose and combine something related to teaching content, teaching organizational forms, teaching methods and techniques targetedly, and the formation of specific teaching organization program efficiency meaning carry out, but prone to too much emphasis on the cultivation of students’ interest in the teaching process while ignoring the student movement skill learning reminds a problem.
