In this paper, we do a detailed and comprehensive study under the background of theNational Higher Education “Quality Project”. It is about the structural conditions of283physical education teachers in the11colleges and universities in Weifang, their appointmentstatus, working conditions, research status and their further learning conditions. We try to findout the factors accounting for the situation and come up with proper countermeasuresappropriate for the development of physical education teachers in the colleges and universitiesin Weifang.We carry out a comprehensive reasearch about the present situation of physicaleducation teachers in Weifang colleges by using such methods as referring to documents,questionnaires, interviews, and mathematical statistics.1.This study shows that: Physicaleducation teachers with other disciplines gap. The Weifang College Sports QualityEngineering lag quality construction projects in other disciplines2. In Weifang, the number ofphysical education teachers in colleges is very small, and female teachers are far less thanmale teachers; the number of female teachers male teachers are not in proportion with moremale teacher than female teachers. In addition, the age structure is also not quite reasonablewith so many young teachers. Their qualifications, mainly in undergraduate, with a smallnumber of masters and doctors are also not in proportion. The lack of highly educated PEteachers seriously affect the implementation of the sporting quality engineering.3. In terms oftheir appointment titles, This title structure is low, and therefore it is difficult to adapt to theneeds of the educational reform.4. The overall situation of the physical education teachers isacceptable, but they lack some teaching hardwares,especially indoor sports ground. And theteachers don’t frequently use multimedia in their teaching. Lack of capacity, seriously affectthe quality of teaching echelon construction engineering.5. The physical education teachers’foreign language level and computer level are generally not high, affecting teachersSustainable Development. Referees of a high level are in small number, and they don’t have agreat impact in society. These affect the construction of Weifang City College Physical Quality Engineering.6. The overall level of scientific research is not high and researchawareness and passion for research are not strong. Paper production is acceptable but theproportion of core journals is low.7. The teachers have few opportunities to participate inout-training and further study, so they can not update their knowledge and skills. Theiropportunities for further study are mainly on-the-job postgraduate training. The teachercapability not improved also affect the quality of implementation of the project.With the situations mentiones above, the proposed countermeasures and suggestionsare as follows:1. Schools and departments should raise awareness of strengthening theconstruction of sports teachers structure.2.To deepen the reform of the system ofaccreditation of teachers titles and improve the system of accreditation of teachers titles.3.Schools should strengthen the school hardwares, especially indoor sports equipment byincreasing capital investment.4. PE teachers should strengthen their understanding andcontinue to improve their foreign language, computer and referee level.5. Colleges anduniversities should take positive and effective measures to improve the sports teachers’scientific research ability and level.6. Raise awareness and increase training of college sportsteachers.
