| With arriving of the information age and the learning society, E-learningand lifelong learning has received more and more attentions of countries all overthe world. European Union (for short EU) as a multinational regionalorganization pays special attention to the common development of regionaleducation. It is always emphasized the cultural exchange and cooperation amongmember states, and has focused on the development of lifelong learning for along time. Entering the new century, under the background of global economicintegration, knowledge globalization and skills continuously updated, ourcountry pays more and more attention to the development of digital lifelonglearning. EU provides us with a lot of reference and enlightenment aboutpractices and experience of digital lifelong learning.In this thesis the author analyzes several major guarantee mechanismswhich affect the quality of digital lifelong learning in carrying out digitallifelong learning process. The whole paper is divided into six parts.The first part is introduction. It mainly summarizes the background andpurpose of this thesis, the main contents and research methods, and the researchstatus of domestic and abroad and the significance of this thesis. The second part is to explain some related concepts. This research mainlydefines lifelong education and lifelong learning, E-learning, digital lifelonglearning and the quality of digital lifelong learning which involved in this study.The third part is the comparative analysis to the policies and regulationsinfluence on the quality of digital lifelong learning in EU and China. It includesthe effort to promote the development of digital lifelong learning.The forth part is the comparative analysis to the technical support influenceon the quality of digital lifelong learning in EU and China. It analyzes digitallifelong learning environment, digital lifelong learning resources, digital lifelonglearning style, and several effect remarkable digital lifelong learning projects.The EU introduces L4Al(lLifelong Learning in London for All)project, MyPlan(Personalised Planning for Learning Throughout Life)project and the OpenUniversity, UK. China introduces “e-Learning Port†project and The OpenUniversity of China, Open Distance Education Centre and other moderndistance education practice cases.The fifth part is the comparative analysis to other guarantee mechanismsinfluence on the quality of digital lifelong learning in EU and China. It includesfinancial support, social participation and motivation strategies which greatlyinfluence the quality of digital lifelong learning.The sixth part is summary and prospect. This part makes the summary of a1I work and puts forward the problems in this research and some questionsneeded to be further studied. Finally, author discusses the future work of digitallifelong learning in China. |
