With the continuously developing of the science and the fast arriving of the knowledge economy, the importance of human capital is more obvious than ever, which contributes a lot on the promoting of adult learning. Therefore, to introduce and analyze policies of adult learning in European Union, to learn and use the brilliant experiences will be much helpful for the development of the adult lifelong learning in China.Adult Learning Action Plans (2006,2007) in European Union was the research report published in 2006 and 2007 which aim to reply the great pressure of competition that came from the globalization and knowledge economy in each country of EU, and solve the social contradiction from aging of population and migration issues. It helps adults to improve their employability and living quality.The thesis has five parts. Part one is the introduction. It mainly includes the background, the meaning and the content of research and the literature review. Part two is the background of the publishing of Adult Learning Action Plans (2006,2007) in European Union. It analyses from politics, economy, population structure and social integration. Part three explains the content of Adult Learning Action Plans (2006,2007) and sets forth its main characteristics. Part four analyses the achievements of Adult Learning Action Plans (2006,2007) from the cases in the practices of adult learning, and points out the disadvantages in the process of delivery. Part five is about the five enlightenments and advices for adult learning in China inspired from the successful experiences of adult learning action plans in EU.
