A Study On Debt Risk Management Of Guangdong Provincial University

Since1999，the policy of “the enrollment expansion of colleges and universities” hashistorically changed Guangdong higher education from “elite” to “mass” education and hasprovided intellectual source and technical support as well to boost economy in GuangdongProvince. Guangdong colleges also seize the great opportunity to expand the scale of highereducation institutions and improve colleges’ condition. Meanwhile, the colleges and universitieshave been saddled with huge debts. Due to the limited capacity of their income, the localuniversities debt risk crisis has underlined and affected the healthy development of theuniversities. In this context, Guangdong Province as well the reforming and opening forwardposition as also the economic development of Guangdong Province pacesetter, college debt riskmanagement exploration not only offers a new idea to strengthen Guangdong Provincial collegedebt risk management countermeasure, but is a matter of great significance.The Guangdong provincial college debt risk management is the research object in thisdissertation. First of all, the concept of the Guangdong provincial college debt risk managementand the combination of risk management theory resources form the basis of the research werebuilt up. And then the measures taken in the Guangdong provincial college debt riskmanagement as well as the process and effect of provincial college debt risk managementwere analyzed and researched. And again, the method of comparative research is adopted tomake research into the experience of debt risk management in other province colleges of ourcountry, in Hong Kong and America. According to the problems in provincial college debt riskmanagement， the suggestion for strengthening Guangdong provincial college debt riskmanagement are put forward: Firstly, the financial support should be increased to helpprovincial colleges and universities to dissolve the debt. Secondly,the laws and policy system ofGuangdong provincial college debt risk management should be perfected. Thirdly, it isimportant to stress the normative financial management in colleges and the efficiency ofeducation fund. Finally, the conclusions of this research are as follows: One is that the policy ofGuangdong provincial college debt risk management is implemented effectively. The other isthat it should attrach the much attention of the government to the college debt risk because ofthe Guangdong provincial college debt risk.
