Science communication is a new academic field in philosophy of science. This paper is based on the scientific concept of social constructivism and post-modern media theory, and conducts a systematic philosophical analysis in-depth toward network science communication. Firstly, the core question and its meaning are posed, the relative domestic and international literature on a brief review is presented, and perspectives and methods of the research are posed in this paper. Secondly, this paper gives a reflection and summary of concepts and characteristics of science communication, which considers that science communication is a shared process in different individuals across time and space by spreading scientific and technological knowledge and information, it is a way of equal dialogue understanding of science, technology transactions. It advocates the concepts of "diversity, equality, open and interactive" to understand science and technology, enhances and focuses on the nurturing of scientific spirit, needs and promotes the interaction between scientific culture and humanistic culture. Thirdly, it points out that science communication network has the advantages of two-way information dissemination and multi-interaction, "decentralized" and "self-organization", explosion of scientific knowledge and sufficiency of scientific information resources and fostering the scientific spirits through the analysis of traditional media and network media. But it also has its limitations that the authorities and its stabilities of scientific knowledge are easily digested and become hotbeds of existence and transmission of pseudo-science communication. Then, this paper adoptsanalysis method to analyze dynamic mechanism, binding mechanism and operating mechanism of network science communication on the basis of analyzing the subject, object and intermediaries of science communication. Dynamic mechanism involves in endogenous dynamic mechanism, exogenous dynamic mechanism and the dynamic mechanism of linkage-type; Binding mechanism involves in the context of science communication constraints, the network of science communication media constraints, subject and object of science communication constraints; and operating mechanism includes research-oriented operation mechanism, target audience operating mechanism and auto- communication of network operating system. Furthermore, this paper analyzes the structure model and function model of science communication in the network times, illustrates the interactive mode and its features of three-dimensional mesh nodes of network science communication, meanwhile, it points out that the communicative mode of three-dimensional mesh nodes enables the scientific knowledge itself to be an unified group, Its internal knowledge systems and knowledge of the points are fast integration, response, reproduction and thus lead to the implosion. Finally, this paper analyzes the current situation of scientific information which is acquired by the public through traditional media and online media, concludes the existing problems of science communication in contemporary China, proposes the developing strategies of science communication in contemporary China----effectively distinguish the "core knowledge" and "external knowledge"; to construct the system of network science communication; to modify the science communication mode; to coordinate the relationship between media operating and science communication.
