In recent years, the convergence of three networks has become a hot topic in the global communications industry, which is in the pilot phase of bidirectional access so as to propel the telecommunications network and the broadcast and television network in china. However, the asymmetric bidirectional access policy prefer to the broadcast and television network by giving it a part of rights to carry out the telecommunications services and the Internet services. On the contrary, the telecommunication operators lack the monitoring of content. Not only the control is strict relatively, but also the fee is high relatively. Because of this context, the telecommunication operators must rely on their own advanced network, broad channels, mature business, a large user base, and other characteristics, take measures to reduce the gap between content operations and content resources, and find a position suited to their development in the emerging industrial chain.Based on researching the shortcomings of the current OTA applications and PUSH technology, this paper designs and implements an interactive service system, making full use of the features of Java Card, such as cross-platform development and use, ability to storage and update multi-application dynamically, strong security and stability, providing a unified interface, compatibility with existing smart card standards, and many other characteristics. This system combines with a variety of applications in the 3G mobile Internet industry, meets the needs of the mobile users, telecom operators and content providers or service providers, and maintains synchronization with a third-party service platform, as a result of contributing to the promotion of new businesses and helping users to select and use their interested information effectively.This article uses the system solution in a project of a certain telecommunication company, focusing on the relative functions of interactive service system, including the unified management of users, services, clients and other information flexible, and pushing special interactive services to special users intelligently, as well as responding to users’request about customizing businesses initiatively. In the meantime, it can also take the initiative to push value-added services with personalized experience to the user flexibly and intelligently, update users’terminal information in time, and inform the user to upgrade and change services. For the data transmission, the system uses the SMS channel and the BIP channel.
