The development of the next generation network is moving towards the dierection of diversification and all-IP. As the growing number of access technologies and network services, the end-to-end Quality of Service guarantee in heterogeneous networks is becoming one of the key technologies of the next generation mobile communication system.The background framework of this research framework, including the interconnection of UMTS and WLAN, UMTS and LTE/ SAE integration architecture, and the current QoS technology of radio access network are introduced firstly in this article. Besides, the end-to-end QoS of UMTS and LTE/SAE network has been studied.In turn the article describes the QoS architecture, mechanism, the negotiation process between key nodes of UMTS network and the QoS management and implementation of LTE/SAE network.Then a new utility-based joint admission control algorithm has been proposed on the base of the integration of UMTS and WLAN architecture. By designing simulation scenes to do simulation work and analysis for the proposed utility-based joint admission control algorithms. The result shows that utility-based joint admission control can not only performance well to guarante the QoS but also brings the maximum of users satisfaction and total network revenue. The article proposes a new QoS control model based on policy control and charging and analysis the structure and specific cell function of the AF and PCRF elements.A kind of QoS control policy considering distinct users and services which named DUS policy is proposed. Based on the policy the control signaling of service beginning and modifying is analyzed. At last, this article studied the QoS control strategy addressing scheme by means of diameter routing agent (DRA).It proposes three addressing schemes based on the user identity in the request message.These can be used as addressing schemes in the diameter signalling network. Also it can provide the guarantee for the deciding and issuing of the QoS control strategy successfully.
