Collaborative Knowledge Sharing Organization Security Research

With the continuous deepening development of e-government, the government is gradually transforming into the knowledge-based government that provides personalized service, and the knowledge level of government’s service is increasingly becoming an important criterion to measure the quality of government performance and public service. Faced with the complexity of public events and personalized public demand, knowledge collaboration between the governments becomes more and more important. Collaborative governance of knowledge sharing can integrate the knowledge resources of various government departments for knowledge sharing, reused and value-added, and finally gets the overall play of the Government’s synergies. Knowledge collaboration between government departments can make management innovation, improve the capabilities of knowledge service, and locate the public demand rapidly.Organization guarantee on collaborative governance of knowledge sharing is the "soft" environment of between government departments. It is in support of the technology such as Semantic Web, multi-agent collaboration, which supports the efficient operation of knowledge collaboration networks. Therefore, building organization mode and studying organizational factors on collaborative government of knowledge sharing, can promote the knowledge collaboration between the governments, which ultimately make the government quickly locate public demands, provide personalized knowledge service, and eventually change into knowledge-based government.This paper reviews the domestic and international research results about organization guarantee on collaborative governance of knowledge sharing, and makes research on the theories of collaborative governance and knowledge sharing. On the basis of the summary of the government’s internal knowledge-sharing model, the author gets the model of collaborative governance of knowledge sharing across government departments, and further elaborates knowledge sharing and its influencing factors in the virtual organization. On the basis of the theoretical research, the author analyzes the organizational barriers and needs of collaborative governance of knowledge sharing, building the organizational model of collaborative governance knowledge sharing——knowledge collaboration networks. And further, we specially analyze organizational factors of collaborative governance of knowledge sharing——governmental organizations institutions, government’s organizational trust mechanism, government’s organizational learning mechanisms and the culture of government’s knowledge sharing.And finally, we make an empirical study of the organizational model and factors of collaborative governance of knowledge sharing by building ChangZhuTan Area emergency linkage system.
