Professional And Technical Cadres Network Review Management Decision-making System Research And Design

In the recent years, the Armed Police Force has increased the construction of professional staff. Speciality qualification election and several encouragements have been set up.All of the work basically rely on manual. Every year to spent a lot of manpower,material and financial resources.In ths way are inefficient and error-prone.In order to build a scientific and informational army, it is necessary to empolder a professional staff management and decision-making network system.This paper is a summing-up of our project, which is a multi-function system that has rational structure and accurate data. The project mainly includes the following works:(1)Functional designBasing on requirement analysis, we designed the detailed function of the five subsystems including personal requisition, data auditing in department, data management in the headquarters, network rejoining and grading subsystem and expert network judgments subsystem.(2)Research on Plug-intechniqueWe have lucubrated the operational regulation engine, so that the system development can build upon Plug-intechnique and are extensible.(3)An externalcraftsmanship evaluating method basing on layeredanalysisTo provide a powerful data support for technical postjudgments, the parameter character is distilled and input to a layered analysis to build the model.(4)Realization of the systemAfter the above works, we have realized the system and use it in the army.So far this system has been applied in technical postjudgments of higher education, medical treatment in the armed police. In2011, the system is issued to the whole army and more than1000peoples all together have gain profit from this system.
