According to those result, out comingthe industry’s leading J2EE architecture on the TOMCATB application server platform,combined with the SQL Server database to achieve the highway project constructionand management system based on B/S (browser/server) distributed mode. The systemconsists of10functional modules including investment control, quality management,safety management, contract management, bid management, planning and progress, etc.Analysing the need for each module, for example, by detailed design and realization ofinvestment control module, achieving bill of quantities management, measurement andpayment, project the amount of change management, capital program management,actual investment summary and comparative analysis function. This system discusseshow to digitalize and dynamically manage the process of highway construction project,which under the current national road construction standards, implementing the creativeand enhanced managing skill and tools through information system integration. This isthe new era of highway project construction management in seeking of modernelaborate project management. This paper explores the major purpose of the highway project construction andmanagement system, validating and testing of the system to reach the expectedfunctional parameters of project. Currently, the system has been officially applied in theheadquarters of Wenzhou surround city highway Co., Ltd., in good conditionProvidingregulated strategic data for highway project headquarter and improving the cooperationwork between departments.
