The traditional method of submission has been unable to adapt to the changes of the times, problems are constantly emerging. The traditional methods of submission are mainly by post and e-mail in two ways. Mail delivery time longer, feedback, and will deliver the wrong way, lost may; e-mail is based on the network environment, the use of modern Internet service provider email service for mail, compared with the traditional mail, in this way the timeliness and safety are a big step forward, but at the same time also has many deficiencies such as author:my mailbox capacity constraints, editor mailbox capacity restriction.In this paper, through the establishment of the Struts based conference submission system, effectively solves the problems generated by the traditional method of submission, and greatly improves the work efficiency, strengthening the information resources sharing degree. This system from the International Conference of manuscript management process, realize the author, reviewer, assembly member and chairman for four classes of users of online submission, review online, online version and online recruitment and other functions, has a strong practical value.This paper first on the development of systems theory is briefly introduced, including B/S and C/S mode.
