| In this paper, we study the subject "Public Information Service for Network Collaboration and Active Service", which is a part of the project973"Research of Information Services Model and Mechanism". We summarize and analyze characteristics and mechanism of various types of converged network fully starting from network features. Based on the interactive of Internet and high-bandwidth, coverage benefits of broadcast network, we propose a approach which fuses both of them to make up the disadvantages caused by power-law distribution of Internet and the unidirection of broadcast network. We propose the adaptive complementary mechanisms, and give the expectations’ analytical solution of carousel number in the process of multicast. Perception characteristic in external environment in many aspects, allowing users to get better information service.To prove the feasibility of the above principles and mechanism, we design and implement a data distribution system based on converged network broadcast-storage mechanism, This system implements much key technology such as large file delivery in unidircetion channel technology, content broadcast control technology and adaptive complementary mechanism. Finally, we analysis and verify the prototype system, the result shows that, the system has high reliability and transmission efficiency in large-scale data delivery.In this paper, we analyze and summarize working mechanism and related technologies of converged network, and it can provide a theoretical basis for future research which focus on regularity and performance of data transmission in converged network. We propose data delivery mechanism and adaptive complementary mechanism in converged network to improve the effective large-scale data delivery. And we implemented the data dissemination system based on broadcast-storage mechanism of converged network to improve the service quality of public information services.In addition, this paper’s study can be expanding to implement a transmission mode which contain both the content label and IP address dual location mechanism.
