As one of the commercial insurance products with the longest history, the marine cargoinsurance had already formed its own sound system on underwriting and insurance process.With the development of the shipping and trading industry, the marine cargo insurancebecomes more and more important. In order to provide a better service to the insureds, theinsurance companies are required to improve their original procedure which is mainly basedon manual works.Due to the consistency of the cargo insurance, it makes becomes theoretically feasible tomanage the cargo insurance procedure by IT technology. The rapid development of Java,J2EE and regular engine technology, provides an appropriate support of the applicationplatform and technologies for the cargo insurance online certificate issuance system.According to the requirements of business development and cost control, more and moreinsurance companies have gradually begun to use the network and e-commerce-relatedtechnologies to upgrade the company’s system.The online certificate issuance system discussed in this article is an insurancee-commerce system based on J2EE platform. We try to study the feasibility and operability,from the business needs point of view. Staring from the research on the J2EE existingtechnical architecture, combining with business practices, proposed a framework based onStruts. Providing the system many places for expansion and customization, the system allowsapplications easily extended, that could meet the actual needs of the users better. In addition,for the actual business requirements on underwriting process, although the serverlet hadalready provided some templates in the presentation layer to apply, but still not inconvenient enough. There is still a lot of java programs required to do the judgment work, thereby mightincrease the probability of error coding. We are trying to use the Drools Rule EngineTechnology to avoid the occurrence of this error. By configuration of the Regular EngineTechnology, the system could complete some complexity judgment functions. And bypresenting the certification module of the system, the system is demonstrated operable.Finally, according to the needs of the practical work, this article tries to put forward new ideasfor application development direction of the next stage of the software system.
