With the rapid development of the country’s modernization and development of social environment, the water demand which used on industrial production and social life is increasing rapidly. Under the circumstances, the scale water supply and water supply kinds become more complex. So that it is urgently needs to develop a flexible and effective Water Supply management. In the traditional water supply management mode, most cases are depend on manual management to come over. But at the moment, this inefficient operation is no longer suitable for water supply industry. It is necessary to design a new water charge management in order to improve the management level water supply.The idea of this paper follow by these ways. Firstly, It analyses the benefits and meaning of the system design through the water supply background. Secondly, with the combination of the water industry management situation and trend, this paper illustrate the space of the system which base on B/S structure. Thirdly, through the analysis of the cases in the water supply management I get the requirements Workflow and data flow. While clarifying and detailing requirements we developed function modules. Finally, with these analyses document, we step into actual module design and development. After every part finished, I evaluated the shortage of the system and argued how to perfect it.This system realized all basic business of the tap water charge management basic file management, account management, service management, water price management, meter reading management, pay cost management, calling up of management, bill and report management. It will provide real and effective help for the systematization and standardization management of the water supply company when apply this system.
