The Establishment Of An Electronic Party Affairs Security System For Sichuan Provincial Working Committee Directly Under Chinese Communist Party

The widespread of network technology contributes to the development of the electronic party affairs systems nowadays. The electronic party affairs systems have made relevant work more convenient and efficient, yet it also causes danger to information safety issues in the government and society, even our country. The electronic party affairs involve many classified information, therefore it requires stronger anti-virus features compared to conventional systems, such as anti-fraud, anti-forge, program safety and confidential, etc. Based on these requirements, this paper designed and established a security system for Sichuan provincial working committee’s electronic party affairs.In this paper, the cryptology, public key infrastructures (PKI) technology, digital signature, digital certificate technology and access control technology were investigated. Then the overall safety needs were analyzed and the overall safety principles were established. There are three major aims in this project. Firstly, a certificate service centre which is responsible for issuing the electronic certificates and USB key to private keys for users was established according to the PKI theory using OpenSSL tool pack. Secondly, the security identification system based on the digital signature and USB key was designed and implemented, which assures the safety and efficiency of the identification recognition. Next, to prevent the operation mistakes by system users and invasions by illegal users, the access management system was introduced. Last but not least, the file transmission system was secured by the implementation of cryptographic technologies.The identification recognition, access management and file transmission systems were tested. The test results demonstrate that this system is capable of securing the electronic party affairs and of practical values.
