With the development of the Internet, lots of users start reading electronic journalsonline. The electronic journals published on the Internet provide users with a convenientway of obtaining research information. However, how to classify the electronic journalspublished on the Internet and assign corresponding grades to them is seldom. There aresome qualitative methods for evaluating the grades of the electronic journals published onthe Internet, but they need to invite experts to give subjective judgments, which issubjective and arbitrary. There are both the qualitative and quantitative information whenevaluating the grades of the electronic journals published on the Internet. However, theresearch method for integrating the qualitative information and the quantitativeinformation is rare.This study focuses on integrating the qualitative information and the quantitativeinformation to evaluate the grades the electronic journal published on the Internet, andprovides an integration method. The organizations of this study are as follows:Chapter one introduces the background and the significance of evaluating the gradesof the electronic journals published on the Internet. In addition, some new features of theelectronic journals published on the Internet are discussed.Chapter two reviews the current research methods. For example, some qualitativeevaluation methods are discussed, such as, online expert evaluation method and onlinereader evaluation method. At the same time, some quantitative evaluation methods arediscussed, such as, the web-download method and the online click-rate method. Theinadequacies of the two types of evaluation methods are discussed, which justifies thenecessity of investigating an evaluation method for integrating the qualitative informationand the quantitative information, in order to assign grades to the electronic journalpublished on the Internet. Chapter three gives theory foundations for this study, such as multiple attributedecision making, normalization methods for the decision matrix, as well as thecalculation methods for the overall values of the alternatives. At the same time, somecontents are also reviewed, such as, the fuzzy set theory, linguistic term set and basicgrade set.In chapter four, the qualitative evaluation method for the electronic journals isproposed firstly. Four attributes, i.e., interactivity, stability, security and ease of use, areused for experts to express their subjective linguistic evaluations. Their correspondingproperties are discussed according to the different qualitative attribute index, as well asdesigning the corresponding linguistic evaluation sets, which guarantees the experts togives accurate and appropriate evaluation information. Based on the basic grade set,multi-granularity linguistic assessment information against the qualitative attributes arenormalized into the fuzzy sets over the basic grade set, and integrated into the overallvalues of the electronic journals.Secondly, with respect to the quantitative evaluation information of the electronicjournals, the range transformation method is used to transform them into that overinterval [0,1], which is nondimensional and comparable. The attribute weights arefigured out based on the concept of Entropy, which are used to calculate the overallvalues of the electronic journals.Finally, fuzzy operation algorithms are designed to normalize the quantitativeevaluation information into the fuzzy sets over the basic grade set. Thus, both thequantitative evaluation information and the quantitative evaluation information aretransformed into the same format and are comparable, so that they can be integratedweightedly in order to obtain the overall values of the electronic journals.
