Regulations for General Aviation Flight Control stated that the general aviation indicatesto flights activities except of which purpose is military, police,customs guard and publictransport. Currently, with the fast development of our country’s economy and the growth ofGDP along with the quick progress of social activities, the market prospect of aviation will bebetter and better.As the debut of various general aviation ‘s policy, our country’s generalaviation had entered into a fast developing stage. The economical profit which generalaviation brought to the US is as much as1021billion, which is competitive to the profitgenerated by oil industry. From this perspective, our country’s general aviation industry areseen a big and prosperous future. With the low attitude area opened to public and the rise ofGNP, the business needs for general aviation from the company as well as the individual hadgreatly increased. However, the complexity process of applying and approving forqualification of general aviation made it time consuming. It costs a month under the fullcorporation of all departments, which greatly restaint the development of our country’sgeneral aviation industry. Based on this concern, the WAN information service for generalaviation is purposed to set up a WAN information service platform which can uniform andsimplify the process, shorten the time costed form flight plan approval to flight performance.Related departments can directly see the project plan progress from the web through thebrowser instead of running back and forth between different offices.The information service system of general aviation is a national key project, benefit boththe army and the people. The system are composed of two parts, the dispose of flight plan andthe information management. Flight plan dispose includes the stages of apply, approve andmonitor of flight plan. Information management realized the acquisition of data coveringweather, terrain, airport and air line.The apply of flight plan function mainly used by the staffof general company, once the user applied, the process point will be moved into plan approval.Plan approval includes the service station approval and the area control station approval. If itinvolves the non-fly zone or the mission needs to cover multiple service stations, the planshould be responsible by the staff of area monitor center. When only one certain service centeris involved, then the related working staff should be in charge of approval. Disapproval of the plan will be rejected and those succeed will enter into the point of coordination control tower,coordinate and point management will be completed by other desktop clients which will notbe explained here. Situation monitor uses the GIS Map WEB which is developed by TinkGeoas the electronic map, coordinates the API to finish the drawing of data such as information ofthe region, the flight and the flight path sight on the map and monitor the real time situation.The system first designed the general flight plan to be applied and approved on the webplatform and also realized a WAN information sharing platform. The apply of geneticalgorithm into optimizing flight by the system, aslo based on the push technology of serverconnection to guarantee the timely delivery of information. Among them, the apply process ofgenetic algorithm in optimizing the flight is: first calculating the visible indicator of the area,then the risk indicator, followed by using the sine wave amplitude of the largest drift regionthat can covered to compose a chromosome. The sine wave’s angular frequency correspondedto the genetic position of this chromosome, the number of amplitude should be done thegenetic manipulation under the condition of satisfying the minimum turning radius of theplane. When the user of the general aviation company submit the flight apply, system needs toinform the service station or the region monitor working staff in time. After the plan approved,the system will feedback the results to the users. Considering the future user of generalaviation business will be large, the pressure of the server will be huge too, and the informationneeds to be transformed in time. Also considering the one direction of requesting of HTTPwill trigger the bondage of interaction of web. In order to solve and improve these questions,the system choose to use the long connection way which can almost compatible for all thebrowsers. In chapter two of this paper, the author will describe in detail how the geneticalgorithm applied in contention resolution of low-attitude flight and the apply of pushtechnology which is based on long connection server in the system.The system realized in this paper will play an effective role in satisfying the urgent needof information sharing and exchange between Department of civil aviation air traffic controland the aviation company, in the aspect of Collaborative applications, Approval of flight planbetween different departments.
