In the past ten years, with the rapid development of the real estate industry, therange, depth and complexity of property regulation and management have becomemore complex. Consequently this situation requires the development of Informationtechnology to match the level and speed of the growth of the real estate industry. Itmust position itself to play a primary role using its particular capability in StandardizedManagement, promoting efficiency, improving service and Medical Health Care.Especially since2005, with the speeded-up city construction, the real estate industryhas been in a catch-up mode. This is the prime time for the real estate industry tobecome part of the information age. To Introduce Geographic Information System(GIS) into real estate management enhances its contribution to many aspects of thisfield such as; supporting government decision-making, standardizing departmentmanagement, orderly business running and guiding rational consumption.Based on the relational database system and Arc CIS9.3technology and afterconsidering the actual needs, system design, system development and implementationare analyzed and researched in the paper as it applies to the Xi’an Real Estate BureauGIS. The paper further discusses the design procedures which include systemconstruction aims, design principles and overall structure. The analysis explores themain composition modules and the primary functions of the GIS. Additionally, thepaper introduces the property data collection process as well as its integration.Without compromising the advantages of the existing system of real estatemanagement the advanced application of GIS, the system meets the businessrequirements of the Xi’an Real Estate Bureau. It accomplishes this by not onlyfulfilling some basic functions such as map input-output and graphic operation, butalso by realizing certain analysis functions such as integrating query and statistics,specialized image analysis and warning system analysis so as to lay the foundation formodernization of real estate management.
