With the rapid development of the sensor technology, the sensor network also obtained wide attention, each application fields has been establishing sensor network. At present, the sensor network are widely used in military and security, environmental and pollution monitoring, space exploration, medical care, intelligent traffic, intelligent building, intelligent household, industrial control, etc. Due to the defferent of the equipment,communication protocols, data acquisition, processing and the way of storage between these sensor network,they are independent in information exchange.It makes sensor network heterogeneous and resource unsharing.In order to solve the connection and resource sharing between the heterogeneous sensor network,OGC put forward a basic conception of SWE (Sensor Web Enablement).This standard has become the defacto industry standard.The purpose of SWE is providing a standard platform for sensor web to build a "plug and play" Web-based sensor networks.througth this platform,we can find,access and utilize all sensor resources.In this paper, the sensor observation service system, based on the standard framework of SWE, is designed and implemented.Firstly, the current situation of studying on this sensor web is researched. The use and key technology of the sensor web is analyzed. The seven standards (O&M, SensorML, TML, SOS, SPS, SAS, WSN) which compose the basic framework of SWE are introduced. On this basic, the coding standard of three information models and the interface of service model are detailed recommend.Three information model are separately O&M, SensorML and TML and the service model is SOS. At the same time, three core operations of SOS which are GetCapabilities, DescribeSensor and GetObservation are explained. The key research problems of SWE and the solutions of key technology are analyzed and summarized.Then combined with the function and performance requirement of system, Adopted B/S pattern to design the architecture of the system which is made of three-layer(the presentation layer, business logic layer and data accessing layer).Then keeping to the basic standards of SWE,the prototype system sensor service is realized.In the end,the system function and performance were texted,the results showed that the system accomplished to the expected function and satisfy the needs of searching sensor information.
