Information is more and more important in our country, and many information systems have been built every year. During the many years of information system building, we having been frustrated by many issues, data is very difficult to be share between projects, workflows are interrupted by system boundaries, and it is very difficult to adjust even a minor system configuration.Building information system under a unified infrastructure has been proposed to solve these problems, and Digital City is now a solution. During the early stage of Digital City, the Digital City Systems were regarded as information systems based on Geographical Information System, and now Digital City is a new information system architecture, it can be used to restrict and direct system building and running. So, not only the interactive workflow must be defined, but also the data standards and data accessing standards, and data center is a feasible project to provide data managing and data accessing standards.In this paper, the typical requirement analysis of data center were given, and a preliminary design was proposed. Based on data standard definitions and data access interface standard definitions, a prototype of data center was built and tested to verify data sharing and sub-system developing. It has been verified that it was feasible to share data between sub-systems building under a unified system architecture, and it was feasible to execute workflow between sub-system boundaries.Data center is the core components of Digital City, and it must changing with the developing of Digital City Systems, to support the function evolutions and performance evolutions, and clouding-computing is an effective solution.
