Nowadays, lots of hot-lines are setup by governments and corporations, which bring a great deal of convenience to people. But quality of services becomes their focus. For the purpose of improving quality of services and keeping evidences of service, it is necessary for a Recording&Monitoring system to be setup to record and monitor contents of conversations, to generate call logs, to supply materials to supervising system, merit system or decision making system.ISUP of SS7, Recording&Monitoring systems for lines and E1trunk are studied in this article, including their functions, characteristics, structures, accessing method and their applying ranges. CTI technology standards to be consulted are studied. Based on existing Recording&Monitoring systems for E1trunk, a distributed recording and centralized monitoring scheme is proposed.The system consists of configurable Monitoring Seats and Pre-extracting Devices. Monitoring Seats and Pre-extracting Devices communicate with each other by networks. Pre-extracting Device is made up of an industrial computer with a CTI technology based voice card. It does signaling interactions, compresses voices data, records conversations, generates call logs according to call processes. In order to monitor conversations on E1trunk, Pre-extracting Device extracts voice data, and sends them to Monitoring Seat by a UDP based private protocol. Then Monitoring Seat plays them to the user. A TCP based private protocol is used for actions such as calling status monitoring, recording files replaying and system self-checking. Thus, the system not only meets the basic needs of recording and monitoring, but also helps the user to trouble shoot.For the convenience of implementation, Pre-extracting Devices and Monitoring Seats are designed separately. Prototype method is used in interface developing. Object-Oriented tool is used in software developing. DLL is used in software unit breakdown which leads to code reusing. At last, testing method is studied. Code checking, unit test and integration&qualification test are carried out, which proves the usability of the system.
