The Research Of The Present Service Situation And The Measures Of The Disadvantaged Groups Of The Public Library In Shandong Province

Along with the China’s social transformation and the reform of the economic system, China’s comprehensive national strength and the people’s living standards have improved, but the problems of disadvantaged groups still exist objectively in our country. Due to many reasons of themselves and the society, the disadvantaged groups are in an inferior position in the fields of economic and political status. Chinese government is very concerned about the problems of disadvantaged groups. Improving the condition of disadvantaged groups contributes to the economic development and the building of a harmonious society. Public libraries are nonprofit cultural institutions. They have the responsibility and the obligation to transmit information, to protect the freedom of information and the fair of information and to defend the social equality. It is necessary for them to contribute a force for protecting disadvantaged groups’ cultural rights and interests.This paper studies the present service situation of the disadvantaged groups of the Public Library in Shandong Province. On the basis of the literature research and the interview survey, this paper analyzes the results achieved in the service of the disadvantaged groups and the existing problems as well as the impact factors in the service of disadvantaged groups of Shandong public libraries. Finally put forward the recommendations which can improve the level of the service of disadvantaged groups.The paper is divided into five chapters:The first chapter gives an overview of the research background, introduces the research station at home and abroad and defines the concept of disadvantaged groups and the information of disadvantaged groups, and exposes the meaning of the service of disadvantaged groups, finally. discusses the purpose, meaning and the method of this topic.The second chapter makes an exposition of the related concepts and combined with the development course of the disadvantaged groups at home and abroad as well as the measures in the service of disadvantaged group of foreign libraries to discuss the social functions and the five basic theories of Public Library.Chapter three analyzes the personnel, funding, collection of books, as well as the present situation of the service of disadvantaged groups on the basis of the literature survey, and then the author selected four regions of Shandong Province to carry out field research. Moreover, the author analyzes the reading habits, reading locations, satisfaction of library services, the level of understanding of the service projects of the disadvantaged groups, the frequency of the use of the library as well as China’s five public libraries based on literature and web survey. On this basis, the author sums up the problems of the service of disadvantaged groups in the public libraries of Shandong Province, as well as many other factors which affect disadvantaged groups.Chapter four on the basis of the above research proposes the measures to improve the level of service of disadvantaged groups in the field of government, public libraries, society, and disadvantaged groups themselves.The fifth chapter gives a comprehensive summary of the thesis and analyzes the paper’s innovation and deficiencies, finally puts forward the future prospect of the development of public libraries’ services of disadvantaged groups.
