In order to meet the needs of the Development of Weifang to the outside world under the new circumstance, to better implement the foreign policy of the central policies and provisions relating to the management of foreign affairs, further strengthening the management of the country borders the city, the Weifang city raised online reporting management system for the officers who need going abroad on business. Through information technology, we can improve management level of going abroad on business, enable managers from complex data and statistics work out, put more effort into the special work to study and solve major problems.This article uses UML standard modeling language for describing Weifang online reporting and management system of going abroad on business design and implementation process. First of all, this paper introduces the background of the development of the system and the system is divided into five demand modules on the basis of the needs of research:online reporting,groups management, document management, the Unit personnel management, query statistics and this paper analyses the system functional requirements, describes the functional use cases, and introduces the technical architecture design and functionality of the system structure design by using UML use case analysis method. This paper describes the detailed design of the system functions by using the static model structure and dynamics of sequential; describes the system data model and introduces the system database table structure design through E-R chart; shows the partial implementation of the system function and implement the code, and describes the functionality of the system implementation process through activity diagram, the group management as an example describes the system test process and finally summarized the work on this article.The system achieved the functions such as online reporting user login, user management, group management, document management, unit personnel management, query statistics and so on by using B/S architecture, SSH framework technology designed to achieve, the SQL Server2005database server.In the Group Management realized the group inquiry, new group, the group situation browse, submitted to the group, the group entry opinions, print letters, normal file, suspend the group, delete group, derived the group, the group import and task function such as examination and approval and so on. The document management achieved the document inquiry, documents recorded, document loan return, certificates delete and view functions. The Unit personnel management realized the units of information management and information management unit personnel. All of these provide an electronic platform for going abroad on business online reporting management.The realization of going abroad on business online reporting management in Weifang is the indispensable part to the construction of management information in going abroad on business management work of Weifang.
