Research And Implementation Of Evaluation System Of The Public Security Organs Of Fine Management

With boosting the complain for public security organs that highlights on"fastening basic level, laying the foundation, mastering basic training,comprehensively promoting normal regularization (three bases one normalization)",the public security organs from Hunan Province firstly implement fine managementover the country, and every affair and staff in the public security organs is evaluatedaccurately and responsibly.Fine management concept is an important modern scientific management method,which is also a ruler to evaluate the work achievement bearing advanced managementmechanism, namely modern management concept. The introduction of finemanagement for public security organs, is a revolution against traditional managementmethod.Practice shows that the implementation of refined management, dedicated toreach clear police strategies, optimized working processes, standardized policemanagement to improve performance efficiency, will be the effective way to promotesustainable development for police work. This dissertation will informationizeassessment of the daily work from the public security organs, to refine the police workthat could be statistically scoring by computers, to achieve basic level management, toperfect the assessment and check-up and mechanism of encouragement andpunishment, to ensure data objectively and effectively, to fully active enthusiasm ofstaff from all police departments. This paper carries out a study based on the followingaspects with innovation:1. Comprehensive classification and refinement is given to detailed works inpublic security organs and assigned weight to count scores with regarding of theimportance and complexity.2. Four division of levels are given to users according to rules of theimplementation of the evaluation system in public security organs, ensuring the rightsand obligation clearly. 3. Mechanism of "ten days clear, one month end" in assessment has beenimplemented, consistent with the assessment requirements for the public securityorgans.4. Open system in the background is capable to be dynamically change countingscores, the reference staff, reference unit, further improvement of system opening andexpanding.5. The System is built on the IIS platform, dynamic web pages performed by ASP,VBScript scripting language, which is easy for maintenance and promotion.This dissertation based on the Windows2003Server+IIS platform realized theinfomationization of assessment in management of public security organs and onlineoperational requirements using VBSCript script.
