The Internet, with its unique advantages, has taken the place of newspaper, radio, TV and other traditional media and become an important medium for people to obtain information. According to the26t h Statistical Report on Internet Development in China released by CNNIC in July,2010, the number of Internet users in China had reached420million by June,2010.23.3%of the total hold a college degree or above and59.1%are under30. With the growing Internet population, the diversified Internet users and the increasing application functions, Internet has already been rooted in all aspects of the social life and its significance in modern society is no way to be ignored.In recent years, there has been no big event, in China or abroad, which has not evoked strong responses or heated discussions on the Internet. The Internet has already become an important means by which people give voice to their opinions in public and a center where public sentiments gather together. The public sentiment is an indicator of the changes in society and an important reference for maintaining social stability, revealing to a certain extent the objective situation of the society and the subjective wishes of the public. As for net-mediated public sentiment, more attention should be paid to it and more researches done on it so as to grasp its characteristics and guide its direction. If the net-mediated public sentiment moves in the right direction, the construction of a harmonious Internet environment will be guaranteed otherwise a potential crisis of public sentiment may burst out. In the new context, we have to face such new subjects as how to keep track of the trend of net-mediated public sentiment, to innovate the working methods in dealing with the public sentiment, to promote the ideological and political education on Internet and to guide the direction of net-mediated public sentiment.As the cradle where students grow up into useful talents, universities are full of young net citizens who depend highly on the Internet and who are fond of the Internet and make a good use of it. They regard the Internet as a platform where they post opinions and suggestions on issues of their concern after a piece of news or on BBS. Their Internet activities will have a direct influence on the condition of the net-mediated public sentiment in universities, whose constant stability and wholesomeness contribute to the orderly development and favorable functioning of the net-mediated public sentiment in the whole society. Besides, the condition of net-mediated public sentiment in universities is related to the stability of the Internet environment on campus and to the overall construction of a harmonious campus. Therefore, it is important for universities to be aware of the significance of net-mediated public sentiment and to enhance the guidance of it. More efforts should be put to the development of campus network infrastructure so that a platform is provided for the guidance of net-mediated public sentiment in universities. The construction of the Marxist theory course and the ideology and politics course and the education of net media literacy should be emphasized so as to improve the students’ ideological and political quality and their net media literacy and to provide an ideological support for the guidance of net-mediated public sentiment in universities. As for personnel support, a politically favorable and professionally competent guiding team should be cultivated by establishing specialized institutions and organizing professional people.This thesis takes the guidance of the public sentiment of universities in Hefei as its subject and makes an investigation on the current situation of the net-mediated public sentiment of universities in Hefei among the full-time students in state-run universities in the city by means of quota sampling and random sampling. Based on the investigation, the thesis, employing the relevant theories and the SWOT analysis and starting from two aspects, namely the participants and the leaders in the net-mediated public sentiment of universities, gives the universities in Hefei some suggestions on how to guide the net-mediated public sentiment so as to safeguard the stability of the Internet environment on campus and serve the overall construction of a harmonious campus.
