After the reform of China’s telecommunication market completed in2008, The competition between the mobile communication operator become increased. The most important one of a competition factors is network quality. Efficient optimization of network quality is the core competitiveness of operators to maintain a strong guarantee, and whether the operator could detect the network quality as soon as possible is a key process of network optimization.This paper take the design and implementation of real-time performance monitoring system for mobile system as the object. Based on many years experience of mobile communcation network optimization, analyised the real-time performance index for mobile communication network, concluded a set of performance index suitable for the mobile communication network.By the compare and analysis of national and international similar systems and algorithms, realized algorithm model of baseline generation which suitable for real-time performance monitoring index.Completed the studied of the interface between the switch equipment performance statistical data and real-time performance monitoring system,realized the collection of performance index,then formatted the real-time performance monitoring system alarm incommone with telecomm standards,conclude all of this filed a document of software requirements,realized development of the software system.Based on the Bussiness Process Reengineering techonology to constuct concentrated performance management system, take the alarm of real-time performance monitoring system as the start of the process,realized the concentrate collection of the alarm and automatic fault task-list dispatch,and manage the tas-lists with procedure method, achived IT of the management system.This paper describes in detail the three major part:real time performance montoring system architecture design, the mobile communication network performance statistics indicatiors and the baseline generation algorithm. and gives some practical cases. After one more year of practice, the success of early warning system can appear abnormal fluctuations in network quality, to enhance the quality of mobile network operators of protection played a crucial role. At the same time, the application of the system is also effective in reducing the company’s operation and maintenance costs, this also reflect practicality of the system.
