With the rapid development of mobile communications network, the emergence of new technologies and new services and the popularity of intelligent terminals take a revolutionary change of subscriber perception in3G network than in traditional GSM network. In order to cope with the fierce competition of the domestic telecommunications market, the mobile communication operators must effectively control the service quality of the network, to enhance the subscriber’s actual perception. Network optimization is a key method of mobile communication network quality control, it plays a very important role for the stability, the robustness and the maturity of the network. But the existing mobile communication network optimization methods are more from the point of view of network performance, optimized objects are limited to network element equipment, lack of means to evaluate and optimize the subscriber perception directly.In view of the situation, combining with China Unicorn’s WCDMA network operation practice, the paper analyzes and quantifies the subscriber perception from subscriber experience management and network performance monitoring by using the tests and KPI indices, then establishes the subscriber perception evaluation model which covers coverage performance, access performance, maintaining performance and quality of service. Subsequently, the paper analyzes the factors that affect subscriber perception of mobile communication networks in detail, sums up the subscriber perception optimization process.In empirical research stage of the subscriber perception optimization, the paper studies the optimization methods of coverage effect from the weak coverage, the cross-district coverage and the pilot pollution. Then the paper selects the power resource and the channelization code resource which are closely related to the subscriber perception as the optimizing object, studies the scheduling algorithms of improving the WCDMA system efficiency. Finally, it stuidies the methods of enhancing the typical service quality in WCDMA system through the voice MOS and packet service access delay optimization. Through the practice of the optimization methods involved in this paper in current Shijiazhuang WCDMA service area, it can realize the balance among WCDMA system coverage, capacity and quality based on the subscriber needs, improve the end-to-end service performance, and thereby effectively enhance the real perception of the subscriber.
