This specification is set for the theses of Chengdu University of Technology. In recent years, the frequency of earthquakes and other natural disasters and major emergencies is getting higher and higher, social influence is also growing. Emergency communications received extensive concern and attention. Faced with the sudden natural disasters and emergencies, emergency rescue is the most direct disaster reduction actions, it could save human life, reduce property losses and prevent enlargement. The effectiveness of the emergency work related to the government’s reputation, timely and effective emergency response will get the praise of the whole society, and improve the credibility of the Government. Usually after the occurrence of natural disasters or man-made large-scale terrorist attacks and other events, communication systems and networks based on fixed infrastructure may be severely damaged and even completely unusable. In this case, the rapid deployment of emergency relief work in the most urgent requirement is emergency communications security. In2006, the State Council issued "national communications security contingency plans", further defined the response procedures, organization command system, duties and related measures of major communications security or communications restoration work, timely and effective implement the rescue, to minimize losses and safeguard people’s lives and property safety and social stability.After the occurrence of the Wenchuan earthquake and the earthquake in Ya’an, disaster situation touches the hearts of people across the country, expedite communication is the first concern. At this time in the complex variable disaster scene, we need to quickly deploy an emergency communication system. It can meet the needs of the initial rescue and send large amounts of data of the disaster site, pictures, voice and video to the command center, in order to organize efficient disaster relief activities, and communicate with the people of the whole country and disaster area, stabilize the emotions of the affected people.Mobile WiMAX has the advantages that network fast, data throughput big, coverage wide, and interoperability of network interconnection well. It can quickly be connected with the existing on-site network or a satellite communication network, to form an integrated communication system, to provide high quality emergency communications services. Emergency communication system is not a new communications technology, but the comprehensive application of the existing communication technologies. Mobile WiMAX due to its own characteristics and the use of a variety of advanced technology can satisfy the needs of the modern visual emergency communications.The main research work includes the following aspects:1. Analysis of the needs of modern emergency rescue communications and emergency communications field.2. Research the mobile WiMAX emergency rescue communications system solutions.3. Study of mobile WiMAX network structure, frequency planning, propagation models, link budget and coverage estimates and other networking technology.4. The theoretical prediction and validation of the system solutions.The main research results of the papers are including:1. Analysis and put forward the characteristics and needs of the modern emergency communication system, classify the actual emergency communications conditions, study video communication needs of emergency rescue communications, and identified performance requirements of visual communication services for mobile WiMAX emergency communication system.2. By studying mobile WiMAX network technology, put forward several practical visual mobile WiMAX emergency rescue communications system solutions.3. By studying mobile WiMAX network structure, frequency planning, link budget and coverage estimates, selected the appropriate emergency communications field correction factor parameters, calculated the system maximum link loss, and obtained results of theoretical coverage and cell edge data transfer speed.4. Confirmed by the actual data and simulation results that the mobile WiMAX communication system performance can meet the need for emergency communications visualized. Predict the key performance of the system solutions and analyze the advantages of applications programs, to clear each solutions application scenarios.This article through the research of emergency communications and mobile WiMAX, put forward several practical visual emergency communication system solutions that meet the modern demand for emergency communications. It can solve the drawbacks of the existing emergency communications equipment which bulky, complex structure, difficult to maintain and open for a long time. Emergency communication system is not a new communications technology, but the comprehensive application of the existing communication technologies. Mobile WiMAX due to its own characteristics and the use of a variety of advanced technology can satisfy the needs of the modern visual emergency communications.
