Analysis And Control Of The Construction Project Whole Life Cycle Cost

In recent years, with the rapid development of our country’s construction economy, remarkable achievements have been achieved. However, for a long time, the cost control of the construction projects basically are only focused on one-time investment of the projects, but the project leaders neglect the Construction Project Whole Life Cycle Cost (CPWLLC), including operation cost, maintenance cost, environmental pollution fee and waste disposal cost. Along with the strengthening of the awareness of cost, the CPWLLC has been paid attention to by designers, builders and users. Thus, our ultimate goal is how to control the minimum of the CPWLLC.In the paper, from the perspective of the whole society, based on the domestic characteristics of the construction projects and research findings of the domestic and foreign theories and applications about CPWLLC, this paper have discussed the relation between each cost and each cost element in the CPWLLC using the combination method of some scientific technology, theoretical analysis and practical application in the objective and microscopic aspects. In the same times, to further improve the management system of the CPWLLC, the corresponding measures and policies have been taken to solve the difficulties about management theories and applications of the CPWLLC in the chemical industry. The results provided the theoretical basis for achieve the economic and reasonable targets of the CPWLLC.Firstly, the basic theories about the connotation, analysis, control and other aspects of the CPWLLC have been elaborated. Secondly, combined with the construction of project phases and basic elements, the CPWLLC has been analyzed and discussed in four aspects containing construction equipments, materials, human resources, managements, and some measures corresponding to each phase cost control have been list. Moreover, how to build the construction project whole life cycle cost database have been introduced. At last, above viewpoints of the CPWLLC have been applied in the Mozambique project phases, this will provide the theoretical basis and specific control measures for the Mozambique project, then bring good economic benefits for our company.
