The Research On Co-Opetition Of Local Government Ralationship Of Jing-Jin-Ji’s Regional Economic

Researching on the relationship between government competitions, can not onlyenrich and develop modern administrative management theory, but also be able toeffectively promote regional cooperation between governments, and accelerate economicintegration process. This research aims to verify the co-opetition of local governmentrelationship, and suggest relevant countermeasure.According to the characteristics of thetopic, multidimensional research methods including literature searching, combination ofcase analysis with standard analysis and Game Theory are applied in problem solving.The previous research of domestic and international scholars about the competitionrelationship, cooperation relationship and co-opetition relationship among governmentsare illustrated. The basic theory of inter-government relationship is introduced to preparefor further analysis.By studying the history of co-opetition relationship of the governments ofJing-Jin-Ji region, the factors that influent this relationship are pointed out.Simultaneously, the problems generated in the relationship of these local governmentsduring the development of economic development are dissected. The reason for theseproblems are analyzed in four aspects: historical and cultural influence, officialsachievements appeal，the lack of legal policy and the imbalance of administrativepositions. Despite the co-opetitive barrier among local governments, the problem solvingis realizable. The governments of Jing-Jin-Ji are urged to initiate proper solution policies.Further more, a Game Theory model is built upon local economic profit. A case oflocal protectionism is set up as example to imitate the process for the inter-governmentrelationship to fall into Prisoner Dilemma. By repeating the establishment of the GameTheory Model, the Prisoner Dilemma is resolved. This modeling gives an theoreticalillustration of the reason for the imbalance in relationship among Jing-Jin-Ji governments.Also, according to the current economic statues of13cities in Jing-Jin-Ji region, a caseanalysis is analyzed based on the economic relations measure of the13cities. Four typesare identified as: High competitively, Common competitively, Obvious complementationand Common complementation. This provides practical reference for the establishment of an efficient co-opetivition relationship of local government relationship of Jing-Jin-Jiregion.As a conclusion, we suggest the local governments of Jing-Jin-Ji region tostrengthen the consciousness of co-opetition, improve the environment and perfect theprotocol of co-opetition, thus to impulse the build up of good co-opetition relationshipamong the governments of Jing-Jin-Ji region.
