The Philosophical Reflection On The Leapfrog Development Of Xinjiang

Great-leap-forward development means reducing the gap and reaching thesimilar or same development level between developing countries and developedcountries through drawing lessons from developed countries and absorbing the latestculture achievements of human being, and Marx’s leap-over theory, Deng Xiaoping’sstep-type theory and westerners’ advantage of backwardness theory in westernacademic world are the main theory sources. The research conducted in the paper notonly benefits to provide theory directions in promoting great-leap-forwarddevelopment of Xinjiang and enrich regional research of Marx’ social developmentmode, but also has a great significance in promoting Xinjiang exploitation,improving the living standard, strengthening national unity, defending the integrationof homeland, protecting the safety of homeland and so on.Through analyzing relative theories, such as concepts, characteristics, natureand classifications of development modes and great-leap-forward development, thepaper mainly investigates scientific positions, aims and thinking ways ofgreat-leap-forward development of Xinjiang, and shows the great significances ofgreat-leap-forward development of Xinjiang. Besides, integrated theoretical basesand practical foundations of great-leap-forward development of Xinjiang, the paperprovides some opinions in dealing with several relations in great-leap-forwarddevelopment of Xinjiang from the aspect of philosophy, and they are classified intothree parts.The first part is "the significances of promoting great-leap-forward developmentof Xinjiang". Concepts, characteristics, nature and classifications of developmentmodes are introduced. It states that as a kind of development modes, a theoreticalpremise of great-leap-forward development is scientific development, and somespace conditions works as its guarantee, advantage of backwardness as the pursuit ofthe core value. Afterwards, scientific positions, aims and thinking ways ofgreat-leap-forward development of Xinjiang are described, and the importance ofpromoting great-leap-forward development of Xinjiang can be got: benefiting topromoting the construction of a well-off society in Xinjiang, benefiting to protect thesafety of the frontier and benefiting to promoting the free and comprehensivedevelopment of human being.The second part introduces "theoretical bases and practical foundations inpromoting great-leap-forward development of Xinjiang". Theoretically, Marx’s leap-over theory, Deng Xiaoping’s step-type theory and westerners’ advantage ofbackwardness theory in western academic world are shown. Practically, four aspectsare given: the advantage of geography conditions and natural resources, the acquiredachievements in the economic and social development in Xinjiang, the successfuldevelopment experience of eastern areas and the whole country, and the developmentstrategies of assisting Xinjiang including19provinces and the central authorities.The third part refers to “several relations that should be well dealt with ingreat-leap-forward development of Xinjiang”, which include the relations betweenpromoting economic development of Xinjiang and resolving problems of people’slivelihood, between the longer development bases and the shorter term difficulties,between the regulate and control of governments and market mechanism, andbetween exploiting resources and assistance from the whole country. Only by doingwell with those relations can great-leap-forward development of Xinjiang step into apositive developing road.
