On Local Government Behavior Based On The Construction Of Regional Innovation System

It is emphasized that the whole area is regarded as an organic system of innovation in theregional innovation system. In this organic system innovation the various actors play different roles inthe process of collaborative innovation. Therefore, we must recognize the role of the localgovernment in the regional innovation system and determine the behavior of local government inorder to ensure the benign operation of regional innovation system and promoting the regionaleconomic and even the national economy health, continuously and rapid development.Basing on the regional innovation system and the relevant theories in the article, firstly itanalyses the behavior of local government in the regional innovation system construction;theoretically elaborates the local government “what should do” in the regional innovation systemconstruction. Secondly it combines with the foreign successful experience on construction of regionalinnovation system, further explains that the local government role and status in the regionalinnovation system. Thirdly take the area Jiangsu Province whose construction of regional innovationsystem is more mature in domestic at present as an example. Analysis of the effect of Jiangsu localgovernment in constructing the regional innovation system and the role it should play. Analysis ofJiangsu local government in constructing the regional innovation system in the presence of the impactand the role it should play. Finally it puts forward some related policy suggestions and points out thelocal government in the regional innovation system “how to do”.
