| With continuing progress of economy and competition, regional innovation capacity has become the determinant of competitive advantage. Therefore, the following factors become the key points in promoting regional economies: advancement of regional innovation system, enhancement of regional innovation capacity and reinforcement of regional competitive power ultimately. Therefore all levels of regional governments should realize their position of function and overcome varieties of disorder phenomenon. They should develop the basement of market resources as well as the development of government function, the correction of market disorder and the integration of basic elements in the innovative internet system so as to exert the best innovative achievements by its coordinative operation. Thus, the article takes the government behavior of regional innovation system as key point to solve such a problem, that is, under current conditions, how to construct a suitable innovative system using suitable government behavior, so as to strengthen its innovative capacity and improve the speedy coordinative development of regional economy. The article first defines theoretically on the concept of regional innovation system and government behavior. It orientates innovatively the function of net members from regional innovative system including enterprise, university and scientific research institution, intermediate services organization and government etc. It reviews the theoretical basis of the system and government behavior. Next it analyze on system practice of some representative countries and regions, with collections of experience and revelation from different local governments with their special deeds. In the end, with the Guangxi Zhuang Autonomous Region as an example, the article analyze on problems in government behavior and relative conditions and deficiencies, and proposes the suggestions for improving local government behavior in the system construction. |
