Michael Porter proposed changes in today’s businessstrategy, the national policy of complete theory---" the theory of National CompetitiveAdvantage", relying on his years leadership experiences as famous multinationalcompanies, governments and international organizations. The theory, also can avoid the"Comparative Advantage Trap" significance to the developing country (area).Although Xinjiang is located in China’s northwest border, but also is the mostimportant Eurasian land exchange connection bridge; even the backward economy,education, science and technology, it still rich in natural resources, advantaged climateconditions and large reserves and all kinds of mineral resources, therefore, Xinjiang hasimplies great development potential in the development of industrial manufacturedgoods. As to the eastern coastal city energy resources such as land and labor, and theimportant element of production prices rising, as well as the implementation of thestrategy of country western big development had provided favorable conditions forXinjiang in continues coastal city industrial transfer. Especially as to Xinjiang--theChinese cotton stabilizes contribution rate exceeding fifty-one percent, the textileindustry has the greater advantage in undertaking the eastern industry transfer. Butbefore that, in order to prevent the negative effect of economic growth and developmentof environmental to Xinjiang if in a bind investment promotion and accept the industrytransfer, the most important is pointed to recognize the current situation of thedevelopment and insufficiency of the textile industry in Xinjiang.In this article, the author starting from the study of the theory of comparative advantage, not only stating theory content but also summarized its disadvantages, so asto provided argument supporting to the manifestation and causes of "comparativeadvantage trap", secondly, according to research of the international competitiveadvantage theory, finally summarizes the method for avoiding the " comparativeadvantage trap"; third, in theory the ripe conditions,and on the basis of current situationof the development of the current situation and competitive to describe and research ofthe textile industry in Xinjiang，as to provide the empirical safeguarding for the generatereasons by Xinjiang textile industry "comparative advantage trap". At last, proposecountermeasures after the fully demonstrate about the textile industry in Xinjiang.
