A Research On The Government Function Played During The Development Of Chongqing’s Inland Open Economy

After the reform and the opening up of our country, the reform economic systemwas going on constantly. While the socialist market economy was established andbecame better and better. Since the open layout going into inland, it offers greatopportunity to the city of inland. As the only Municipality in west region, Chongqinghas long history, good geographical conditions and resource conditions. As the pace ofthe global economy became faster and faster, Eastern industrial transfered and the greatattention paid to the west economy, Chongqing should take the chance, to improve thelevel of opening up, achieving the Leapfrog development of the economy, madeChongqing embarked on a unique way on the economy development.For this thesis, the government plays an important role during the period of inlandopen economy development, because the government is the only lawful administrativeagency. While the economy environment and social form are changing quickly, thegovernment functions should make some changes, on the perspective of the contentrange, emphasis of government function. Only if the government function changingwith the economy development, it can play the guide role, but the changing ofgovernment function is a long, dynamic procedure. The aim of this thesis is to refind thegovernment function, for the hope of buliding Chongqing as the demonstration area ofinland economy development.This thesis is divided into six parts. The first part is the brief introduction, to elictthe research background, signifinance, thinking and ways etc. and then, reviewing thegovernment function in opening economy, putting forward the emphasis, difficulty andinnovations. The second part is the concept defination and theory perspective puttingforward. This thesis is based on the seamless theory, public service theory and publicgovernance theory. The third part is analysis of experiences for the development ofinland economy of both country and abroad. The fourth part is the analysis of the inlandeconomy development status, after the summary of the achievement achieved byChongqing during recent years, the thesis puts forward the problem in governmentfunction and tries to find the reason. The fifth part is the core of this research. In theguide of the rules of government, this thesis puts forward some measures to promote theprocess of inland opening economy development, such as establish the Learninggovernment，get the support of government both in policy and finance, improve the legal system, rationalize the industrial layout, enhance regional economic cooperation,improve the government Internal operation mechanism and enhance the open talentpeople. The last part makes a conclusion and puts forward the outlook of this research.
