Integration Of The Regional Space Inland Chongqing Under Open Conditions

After30years of reform and opening up, Chongqing witnessed the significant increasing of the level of opening up, which plays an important role in the development of the national economy. As the only municipality in central and western regions, Chongqing should speed up the construction to become an important growth pole in the western region, the economic center of the upper reaches of the Yangtze, the policy orientation of municipalities of the development of urban and rural, to make the strategic position of Chongqing more prominent. The open development policy and favorable development foundation decides Chongqing processes the good conditions to open first inland. But only depending on Chongqing’s own resources or only considering Chongqing’s own development mode is not in line with the development trend of regional economy, also can not rapidly improve Chongqing’s development level of inland open economy. To explore a new way to develop inland open economy in Chongqing City is the strategic task facing Chongqing. The State Council NO.3document clearly puts forward Chongqing should "build a new mechanism of regional economic cooperation, make full use of all kinds of regional cooperation platform, strengthen all-round, multi-level, wide-field cooperation with neighboring provinces, cities along the Yangtze River and coastal area." This provides a new direction for the development of Chongqing’s open economy. Regional integration is an important part and the main way of regional economic cooperation, thus taking good regional integration model has positive significance for the promotion of regional economic cooperation and for the improvement of the level of Chongqing’s open economy, and for the exploring of new path of new inland open. The focus of this paper is to explore the new path of inland open economy in Chongqing according to the actual development of Chongqing city and the surrounding area, fully considering the trends, changes and new requirements of internal and external economic development, which take the regional integration as the breakthrough point.The main content of this research are:The first part, proposes the research background and issues. The background is Chongqing’s developing of inland open economy, national three positioning on Chongqing, and Chongqing’s rarely historical development opportunity and responsibility. The purpose of the study and methods are also discussed in this part and the research status at home and abroad summarized and reviewed, which lays foundation for the research. It contains literature review, the first chapter, and the second chapter, the theoretical and conceptual framework of content.The second part is a comprehensive introduction to the regional economy development of Chongqing City. The development situation of Chongqing mainly exists in the city and countryside, and the imbalance of regional economic development is serious,"the development of a circle" and "two wings" compares obviously. And this part includes a analysis of the favorable conditions and restricted factors of the development of Chongqing regional economy. Favorable conditions are: prominent strategic position, completing comprehensive transportation system, strong industrial base, abundant resources, obvious geographical advantages, and continuous strengthening of the openness. The major limiting factors are:a big economic gap between Chongqing and other developed areas, the prominent urban-rural dual system, the low level of the industrial structure and the opening to the outside world is needed to improve. This part also put forward two structures of Chongqing development of the inland open economy (the core framework and supportive framework) and Chongqing spatial integration objectives and the main content of integration. The integration target includes the urban and rural integration, the city regionalization, and regional economic network. The main content of integration processes regional market integration, industrial integration, environmental integration, resources integration, technology integration. In the third chapter, present situation of Chongqing’s regional economic development is declared and in the fourth chapter, Chongqing’s regional spatial integration is stated.The third part presents the mechanism and the path of Chongqing spatial integration according to the conclusion of the study, and the role government should plays in regional integration. Mechanism of spatial integration is to let the market mechanism play a decisive role, to let the government and the social mechanisms promote regional integration. The path of regional spatial integration is:to open platform to create and promote, to develop interactively as "Hong belly", to realize industrial transfer and gradient complementary, to set a system to coordinate and guarantee the mechanism, to strengthen Chongqing go out pace, to realize regional exchanges and cooperation. The role of the government in regional integration of space is mainly to accelerate the construction of regional market service system, to accelerate the market integration of the regional elements, the regional integration of the market order, to create regional integration system and to improve the internal management mechanism of it. This part includes the fifth chapter, the mechanism and the path of Chongqing’s space integration and the sixth chapter, government behaviors to promote Chongqing’s spatial integration.The main conclusions of the thesis include:1Chongqing should speed up the construction to become an important growth pole in the western region, a economic center of the upper reaches of the Yangtze, a policy orientation of municipalities of the development of urban and rural, which make Chongqing get unprecedented development opportunities and challenges. To achieve this goal, the most effective way is to realize the integration of regional space in Chongqing city.2Although Chongqing got rapid development after being taken as a municipality directly under the central government----the infrastructure construction has been rapidly developed, the industrial foundation has been abundant, natural resources are rich and also has other favorable conditions for development, it still faces the prominent urban-rural dual structure, seriously unbalance of regional economic development, low level of development and other outstanding problems. Especially between "one ring" and "two wings" in Chongqing, the basis for development, development stage and development potential all have a big gap.3If Chongqing want to build the inland open economy heights on the existing basis, and realize the regional spatial integration, must realize the goal of the city regionalization and regional economic integration of urban and rural areas, and network. The implementation of this goal, the government should fully play a decisive role in market, the government’s guiding role and social forces. But there are the big gap between Chongqing and the eastern coastal areas in the upgrading of industrial structure and the level of the utilization of foreign capital and ability, especially the change of government function, there are many aspects to learn.4In order to realize make the open economy highlands inland, will be implemented within Chongqing and surrounding areas’ integration, the promotion of platform construction.
