The urbanization processes in China also need to transfer a large number of therural population, but in some large and medium-sized cities, it was an "urban disease"status. The reasons, in addition to the labor transfer, Positioning and planning of somecities is not clear, no rational system of resource endowments of the city’s owndevelopment strategy, do not have the conditions for the development of the regionblindly expand the size of the cities and other reasons, resulting in limited urbandevelopment. In the future, city development must base on the resource endowments ofitself. through the establishment of the evaluation system of rational urban to urbandevelopment for accurate positioning in order to prevent "ahead of the city" and"lagging behind urbanization" to promote the rational development of the city, makingthe city maximize their performance in economic development. In China, According toour current large number of rural labor transfer and in the majority of our urbandevelopment in the resource gathering stage, the competitiveness of the city more orreflected in the scale. Therefore, this article assumes that greater use of absoluteindicators of the evaluation system to better reflect our city’s economic developmentand the attraction of resources and gathering force. Therefore, this article assumes thatgreater use of absolute indicators of the evaluation system to better reflect our city’seconomic development and the attraction of resources and gathering force. To test thishypothesis, We build absolute indicators model (model1) and g the relative indexmodel (model2),18variable selected to the performance of the development ofeconomic, social and resource and environment indicator system to build the evaluationmodel. Social indicators and the indicators of the resources and the environment, thesetwo indicators is more likely to select the relative index, the absolute indicator modelwith different relative index model is reflected in economic indicators.On the evaluation method, compare different subjective and objective dataevaluation methods, subjective evaluation and gray relational clustering assessmentmodel combining is more accurate. The selection of the data, we have adopted the2011Urban Statistical Yearbook of the286cities above the prefectural level data calculatedby the R statistical software programming. Found in the results were analyzed, themodel of using absolute indicators of a top ten cities in addition to the city of Erdos City,are a population of over5million other than (Shenzhen household population is not more than5million, but the city paramount population has more than). Erdos rely onhigh per capita social welfare and resources environmental advantages in the top ten, inthis article assume that absolute indicators to better reflect the resource gathering.Model uses more relative indicators of Erdos City is ranked to the first, and the city’shigh per capita income and output value to the association, so the relative index model(model2) reflects the development of the city level. Subsequently, based on individualindicators, the city in accordance with the size of the population is divided into fourlevels, and sorted according to each level of analysis, so that better reflect the realsituation that urban development should be different according to different ratingsystem strategy. At the end of the article gives the corresponding policyrecommendations, and follow-up study to make the outlook.
