| Xinjiang is located in the northwest China,with bad environment and wick economybasis,so the economy development ability of Xinjiang is very poor.Given the particularity ofXinjiang,the central government have taken care of Xinjiang in policy formulation since thefound of China.Since1950,the central government begun to financial aid in Xinjiang,after the1994’ tax distribution system,institutionalized vertical transfer payment was build;the targetedaid policy was appeared in1979,the policy of other provinces financial aid in Xinjiang whichis the largest scale start by2010.The effects of vertical and horizontal financial aid of manyyears in Xinjiang is great,but in the process of financial aid in Xinjiang occurred someproblems which reduced the effect,such as wick fiscal equalization、poor public service、repetitive construction and so on.Facing the starting of a new round financial aid,how toimprove the effect of financial capital and enhance Xinjiang’s self development ability is akey question.This article intends to put forward proposals on perfecting the financial aidsystem in Xinjiang according to studying the basic status of financial aid system.Following isthe section of this article:Chapter1:Introduction.It explains the background,relevant research results,concept and thestudy methods of this article.Chapter2:Theoretical basis.It explains the theory which support the financial aid inXinjiang.Chapter3:Development process.It introduces the basic status of financial aid system inXinjiang.Chapter4:Effect and problem.It reveal the effect and problem of financial aid in Xinjiangfrom economy growth、fiscal growth、fiscal equilibrium、level of public service、specificproject and some other angles.Chapter5:Experience.This chapter study several cases which is similar to Xinjiang,so thatgive a new angle to the financial aid.Chapter6:Proposals.Give advices on financial aid system in Xinjiang in vertical transferpayment、horizontal financial aid and the measures of Xinjiang itself. |
