Study On Problems And Countermeasures Of Financial Transfer Payment System In X District,County And Township Of Yiyang City

Finance provides financial support for national governance.Since the reform and opening up,especially in the new century,the urgency of deepening reform in the field of Finance and taxation has become increasingly prominent.In June 2014,the Political Bureau of the Central Committee carried out a special study and adopted the overall plan for reform in this field.The plan pointed out that the financial relationship between the central and local governments should be adjusted to match the income,power and responsibility of the governments.At present,China's economic downward pressure is increasing,the "three guarantees" are tightening,and the "three major battles" continue to push forward in depth.The operation of counties and townships is facing unprecedented challenge.In the process of operation of transfer payment system in counties(districts)and townships,there are some problems,such as unreasonable structure of transfer payment,mismatch of financial power and powers in townships,unclear incentive effect of transfer payment system,and inadequate implementation of transfer payment system.The financial transfer payment in counties(districts)and townships fail to achieve its financial effect because of the problems.Based on the theory of transfer payment system,financial management system and fairness and efficiency,it takes X District of Yiyang City as an example.According to the current situation of county(district)township financial transfer payment system,this paper analysis the existing problems and shortcomings of the current X District township financial transfer payment system.Combined with practical work and drawed on advanced experience at home and abroad,it puts forward the idea of improving financial transfer payment,and improves the supporting policies.In the assumption of perfecting the transfer payment system of counties(districts)and townships,it is suggested that the financial system of cities and districts should be straightened out,and the financial power of districts and townships should be clearly defined,and a reasonable growth mechanism of transfer payment should be established,and the structure of transfer payment of districts and townships should be optimized,and the allocation method should be optimized,and the system should be strictly implemented.In the supporting policy assumption,it is suggested that the financial management of towns and townships should be further strengthened,and external supervision should be Resolve the problems left over from history,and the investment environment and industrial structure should be optimized.
