With the development of modern commodity economy, the city’s foodprocessing industry and catering industry are increasingly developed,breaking food self-sufficiency in most of the situation in the traditionalagricultural society, food hygiene issues increasingly showing as a widerange of social problems. As one of the important criteria to measure thelevel of city modernization, food hygiene has become the object ofgovernment intervention and regulation.After Guangzhou Health Bureau was established in1921, theconstruction of public health facilities and health quarantine system werementioned on the agenda step by step. As food hygiene is an importantpart of the public health, supervising it has been included in the dailyscope of work of the municipal government. To this end, the GuangzhouHealth Bureau has set up testing centers, set up a sanitation police force,equipped with professional and technical personnel, laid down a series offood hygiene laws and regulations, broadcast food hygiene knowledgethrough newspapers, radio, lectures and other forms of publicity, andcarried out the daily food health supervision. All of these measures havestrengthened the Guangzhou public awareness of food hygiene, haveimproved the market of food hygiene situation, and have controlled theepidemic situation to some degree. However, Guangzhou in the period ofRepublic of China had political turmoil, lack of financial and general lack of public health concepts, thus the development of Guangzhou City FoodHygiene was difficult. Driven by the interests, some businesses breakingthe laws and ignoring the public welfare, produced and sold unqualifiedfood, which indicates that the food hygiene regulation should not onlystrengthen the Government’s legislative and law enforcement, but alsoneed to raise the level of the whole social morality.
